We did last year, and never saw any signs or indications you couldn't. But I'm of the opinion we may have just been lucky. As far as developed sites or any thing like that, didn't see the whole place, but where we were it was pretty desolate and quiet. Just perfect! The White Wash Sand Dunes had a few trailers camped down in the wash, and anywhere up on the slick rock might be tough to drive a tent peg  I'll read up on my books to see if we might have the FBI looking for us.....
