Here's the information you'll need to make sure you have all the necessary permits for the Rally.
The following states will allow you to use your resident state's OHV stickers in Moab. If your state is not on the list, you'll have to get a UTAH OHV sticker (Please see below):

My recommendation would be to do this ahead of time, and not wait till you get into town. But, if you're a procrastinator, here's the local places you can get it done as well:

When applying in person, you will need the following:
1. Proof of residency: drivers license or other state issued identification.
2. Proof of ownership
Revenues generated from OHV user fees are dedicated to construction, improvement, operation and maintenance of OHV trails.
Okay, last but not least, if you have children that will be riding a UTV, ATV, or dirtbike, you need to call 800-648-7433 and ask for the non-resident course testing materials. They will send you a manual, test, and answer sheet that your children will have to pass(in your presence ), so it shouldn't be hard. They will then issue you a 30 day temp permit, and keep in mind they will need to be 8 years old to when they get a driver's license to fit into this category.
I called one of the registration places, and they said if your UTV is street legal, and you are visiting less than 14 days, no sticker is necessary. Also, he said UTV's legal to drive in AZ are not legal to drive on the streets in UT.
Once again, I'd highly recommend doing all of this way ahead of time, especially if you have children. You can't do the children's requirement when you get there, so make sure you don't wait too long.
